Wireless Master Plan
The Wireless Master Plan (WMP) is a comprehensive, customized study designed for cities, counties, and properties owners with large area(s) of consolidated land to keep an up-to-date inventory of the existing wireless communications facilities within their jurisdiction, as well as indentify future potential cell sites. Thus, it is used as a marketing tool that maximizes the potential revenue that can be generated from new cell sites on a property.
ATS utilizes its industry expertise to implement appropriate design standards, streamline processes, and proactively market city properties to the wireless carriers to attract new wireless revenues. ATS works closely with its clients throughout the entire process - handling all the "heavy lifting", you maintain control.
The WMP has four objectives
- Facilitate future network development through a proactive approach
- Mitigate the visual impact of towers and antennas by employing "stealth" technology into design standards
- Reduce the number of cell sites through a coordinated co-location process
- Maximize the economic benefit to the City
Marketing
The Wireless Master Plan allows a pro-active approach to be taken as wireless companies are looking for property to locate additional sites on. Taking the pro-active approach in the development of sites allows the property owner to have more discretion in the development of the sites and provides them with a better understanding of what is happening with wireless in the community and surrounding areas.
ATS Approach
- Hiring individuals with extensive site acquisition experience who understand the complexities and nuances of negotiating wireless deals. This experience provides valuable insight and knowledge about the dynamics of the wireless carriers to optimize deal terms for the property owner during negotiations.
- ATS works with the carriers' development managers, site acquisition representatives, and radio frequency engineers in order to market the properties directly to the decision makers.
- ATS does not represent any wireless company in any aspect of the site development process. This eliminates any conflict of interest that could arise during the development process.

This street map shows the location of the properties owned by the City and the existing AT&T sites in the City located on private and public property.
AT&T Wireless Existing Coverage
This map shows the existing coverage of AT&T in the City. The legend shows the strength of the coverage based on the location of the site and the topography of the area.
AT&T Wireless Proposed Coverage
This map shows the additional coverage that is needed within the City that can be developed on city-owned property.
AT&T Future Coverage
This map shows the future coverage in the City, given all proposed sites are developed and the existing sites continue to provide service to the area.
