Case Studies

Mission Viejo

City Mission Viejo

Mission Viejo contracted with ATS in February of 2006 to develop a Wireless Master Plan. The Plan indentified 22 sites that could be developed on City-owned property. ATS discussed the feasibility of developing these sites with City staff and, due to concerns of community sensitivity, several sites were removed from the initial list.

Since 2006, ATS has been diligent in assisting the City with the development and completion of six sites within the City. Currently three additional sites are in the process of approval and development.

Santa Ana

City Santa Anna

The City of Santa Ana had 11 existing sites located on City property between 1996 and 2006, developing about 1 site per year. After signing with ATS, approximately two and a half years ago, the City has secured seven additional sites on City property with various wireless carriers.

Oceanside Unified School District

City Oceanside

Prior to ATS involvement with Oceanside Unified School District, the superintendent did not allow wireless communication facilities on District property for various reasons. The District soon noted that sites were being located on properties adjacent to school property; thus the District was dealing with the visual aesthetics of these sites, as well as various concerns from parents of students. Furthermore the District was not receiving the revenues generated from these sites that could be used for improvements or programs. The frustration from this experience led the school to partner with ATS in order to provide for the development of aesthetically appealing sites on school property without the concern of security.

ATS led the District through the development of three new sites on their Science Building. A new state-of-the-art security system was installed in the building that tracked workmen and other outside personnel on these sites. These sites were completely concealed and “stealthed” within the façade of the building.

Trabuco Canyon Water District

City Trabuco

The Trabuco Canyon Water District did not allow for the development of cell sites on District property. After coming into contact with ATS, the Water District realized that cell site revenues could provides a means to lower the cost of their product to local consumers while simultaneously providing improved cellular service for the community. During this partnership, ATS has developed a site on District property and addressed the issue of homeland security by providing recommendations for separate access to the property and wireless facility.
